You know, I think you are wrong, Announcing that there is an awkward silence, when there isn't, would relieve tension, and do the opposite. People are going to laugh at you. Especially if they notice. So, I think that'd be a good way to break an awkward silence, of course, either, the people would have to refuse that there is an awkward silence, and in doing that, deny it in there mind, and by doing that, hopefully forgetting the awkwardness and then laughing at the speaker, relieving the none existent awkwardness. Or, there not to be an awkward situation in the first place, meaning the hole endever is pointless, meaning that you'd not need to do it in the first place, but then again, only if there is not tension/awkwardness then the line works, but, if there isn't and you announce it, then you look like a freaking idiot, 'cause if there is, then everyone knows it.
In the end, my conclusion is... Use it if there isn't, if you can make your way threw the fact that'll only work if there is no awkwardness, and if there is, well then if you do, you look like a dumb arse.
